I don't have the money or desire to make three different kits. I will not be going out on wide-scale disasters, and I plan to support my local community should the need arise.
My approach is a Russian dolls approach to these three levels of go kits. Each kit is the base kit for the next level.
HT Kits
90% of what I plan to do will only require an HT.
Every Day HT - Grab and Go
Overnight HT - 24hr Kit
Extended HT - 72hr Kit
Mobile Kits
On occasion, I may have to deploy higher-power VHF/UHF radios.
